사회문제 해결을 위한 증세 태도와 사회문제 해결 조직에 대한 투자의 결정요인

Abstract

오늘날의 복잡하고 다양한 사회문제 해결을 위해 정부뿐만 아니라 사회적 기업, 소셜벤처 등 다양한 주체의 참여가 중요한 이슈가 되고 있다. 이에 본 연구에서는 이들 여러 주체의 사회문제 해결이라는 효과적인 목적 달성을 위한 재원확보를 정부에 대한 증세 태도와 사회적 기업과 소셜벤처에 대한 투자의향의 차이를 살펴보고, 영향을 미치는 주요 요인으로 미래 사회문제의 영향력, 사회문제 해결 참여도, 사회문제 관심도로 나눠 분석을 수행하였다. 분석을 위해 본 연구는 사회적가치연구원에서 수행한 한국인이 바라본 사회문제 설문조사 결과를 활용하였다. 분석결과 첫째, 사회문제에 대한 개인의 관심은 사회문제 해결을 목적으로 하는 기업의 투자에 연계될 수 있으나 이러한 관심이 증세에는 영향을 미치지 못했다. 둘째, 사회문제 해결을 위해 직접 참여의지가 있고 행동하는 사람들은 증세와 기업투자 모두에 동의하는 것으로 나타났다. 마지막으로 경제적 불안감은 증세에 부정적으로 나타났으나, 삶의 질에 관한 사회적 위험의 증가는 증세와 기업 투자 모두에 긍정적인 결과를 보여주었다. 반면 미래 사회문제의 불안감이 투자로는 이어지지 않았다. 이러한 분석결과를 통해 본 연구는 정책마련에 대한 재원으로서 증세에 대한 국민들의 동의를 이끌어내기 위해서는충분한 숙의·소통의 과정이 요구되며, 국민들의 사회적 기업과 소셜벤처 투자를 위해 이들에 대한 재정적 지원 및 국민인식 개선을 위한 효과적인 정책적 대안이 마련될 때, 결과적으로 사회문제 해결의 선순환이 조성될 수 있음을 시사한다.

In order to solve today’s complex and diverse social problems, the participation of various actors such as social enterprises and social ventures as well as the government is becoming an important issue. Therefore, this study examines the difference between the attitude of increasing tax toward the government and the willingness to invest in social enterprises and social ventures to secure financial resources for the effective purpose of solving social problems of these various actors. The analysis was carried out by dividing the level of influence, participation in solving social problems, and interest in social problems. For analysis, this study utilized the results of a survey on social issues viewed by Koreans conducted by the Institute for Social Value. As a result of the analysis, first, the individual’s interest in social problems can be linked to the investment of companies for the purpose of solving social problems, but such interest did not affect the increase. Second, it was found that those who have a willingness to participate and act directly to solve social problems agree with both tax increase and corporate investment. Finally, economic anxiety was negative for the symptoms, but the increase in social risk related to the quality of life showed positive results for both the tax increase and corporate investment. On the other hand, anxiety about future social problems did not lead to investment. Based on the results of this analysis, this study requires sufficient deliberation and communication process in order to draw the public’s consent to the increase as a financial resource for policy preparation, and financial support and financial support for the citizens to invest in social enterprises and social ventures. This suggests that when effective policy alternatives for improving public awareness are prepared, a virtuous cycle of solving social problems can be created as a result.
