사회적 기업 역할 및 영역 확대의 필요성 분석: 국회의원의 신뢰를 중심으로

Abstract

본 연구의 목적은 국회의원을 중심으로 우리나라 사회적 기업의 역할 및 영역 확대 필요성 인식의 영향요인을 실증적으로 분석하는 것이다. 특히 국회의원의 사회적 기업에 대한 신뢰가 사회적 기업의 역할 및 영역 확대 필요성에 어떻게 영향을 미치는지를 중점적으로 살펴보고자 하였다. 분석을 위해 사회적가치연구원의 국회의원 대상 <사회적 가치 서베이> 2016년 조사 자료를 활용하였으며, 사회적 기업의 특성을 바탕으로 하여 신뢰의 유형을 세분화하였다. 분석결과, 법적·윤리적 신뢰, 전문적 경영능력 신뢰, 지역주민 삶의 질 개선과 같은 사회적 가치 창출이 사회적 기업의 역할 및 영역 확대 필요성에 긍정적인 영향을 미치는 것으로 나타났다. 또한, 국회의원 이념별로는 보수와 진보 모두 사회적 기업의 지역주민 삶의 질 개선에 대한 신뢰를 중요시하며, 보수 국회의원은 전문적 경영능력과 같은 기업으로서의 역할을 중요하게 인식하였다. 이를 종합해 볼 때, 사회적 기업의 역할과 영역을 확대하기 위해서는 사회적 기업의 자체적인 역량 향상과 국회의원으로 하여 사회적 기업에 대한 신뢰를 통해 관련 법 제정이 효과적으로 진행되어야 함을 시사한다.

This study investigates the factors affecting the recognition of the need to expand roles and the scope of social enterprises. In particular, this study focuses on how the member of the National Assembly trust in social enterprises affects the role of social enterprises and the need to expand their scope. For analysis, this study uses <2016 Social Value Survey> of the center for Social Value Enhancement Studies and subdivide the types of trust based on the characteristics of social enterprises. The results show that the legal and ethical trust, professional management ability trust, and the creation of social values trust such as improvement of the quality of life for local residents have a positive impact on the need to expand roles and the scope of social enterprises. In addition, both conservative and progressive values member of the National Assembly recognize trust in improving the quality of life for local residents of social enterprises, while conservative member of the National Assembly recognized their roles as enterprises such as professional management skills. These findings suggests that in order to expand roles and the scope of social enterprises, related legislation should be carried out effectively through the member of the National Assembly and it is important for social enterprises to improve their own capabilities.
