지방정부 권한 확대 인식에 대한 영향요인 분석: 지방정부 신뢰의 매개효과를 중심으로

| dc.description.abstract | 중앙과 지방정부 간 관계를 다루는 연구가 다수 진행됐음에도 불구하고 분권화에 대한 국민의 인식은 상대적으로 중요하게 다루어지지 못했다. 본 연구의 목적은 지방정부 권한 확대에 대한 영향요인을 분석하는 것으로 지방정부의 역량과 신뢰에 대한 국민의 인식에 초점을 맞추고 있다. 지방정부의 역량을 윤리 및 행정역량으로 구분하였고, 이들 역량이 지방정부에 대한 신뢰를 통하여 지방정부의 권한 확대에 영향을 미치는 매개효과 모형을 설정하였다. 이를 위하여 연세대학교 미래정부연구센터의 ‘2020년 초변화사회의 신뢰받는 미래정부 통계조사’ 결과자료를 활용하여 3단계 회귀분석을 실시하였다. 분석 결과, 국민이 지방정부의 윤리역량과 행정역량을 높게 인식할수록 지방정부에 대한 신뢰가 높아지며, 이러한 신뢰는 다시 지방정부의 권한 확대에 긍정적인 영향을 미친다는 사실을 확인하였다. 즉, 유능하고 공정한 정부는 주인인 국민이 대리인인 정부에 더 많은 권한을 위임할 수 있는 필수요건이지만, 이러한 역량들을 통하여 국민과 정부 사이 신뢰가 구축될 때 비로소 국민은 지방정부의 권한 확대에 지지를 보낼 것이다. | - |
