원자력 정책 이슈의 생애주기 탐색 연구: 수명 연장, 입지를 중심으로

Abstract

본 연구는 원자력 정책 이슈에 대한 생애주기 탐색 분석을 진행하여 갈등 단계를 분석한 논문이다. 갈등의 단계 및 이슈(Issue)의 생애주기 분석은 다양한 학자들에 의해서 연구되었다. 이러한 연구들을기반으로 최근 한국에서 전력수급에 지대한 역할을 하고 있지만, 다양한 갈등 유발의 원인이 되는원자력 정책 이슈의 생애주기 연구를 진행하였다. 생애주기를 연구하기 위한 방법으로 운형 함수를사용하며, 원자력 정책 이슈는 언론보도가 많은 대표적인 6개 사례(고리, 월성 원전 1호기 수명연장 사례 / 삼척, 영덕 원전 입지 갈등 사례)로 선정하였다. 해당 4개 사례를 분석한 결과 생애주기에서 비슷한 특성을 가진 모양을 발견하였다. 4개 사례 중 1가지 사례가 지발(遲發) -급사(急死) 형태로 보였으며, 이 외 3가지의 사례가 급발(遲發) - 급사(急死) 형태였다. 이는 정부의 정책 결정에따라 원자력 정책의 이슈가 급작스럽게 변화하는 경향이 있음을 보여주었으며, 정부의 원자력 정책을시행함에 있어서 숙의적(Deliberative) 정책 고려가 필요함을 함의하고 있다.

This is a study on inquiry of Nuclear policy issue life cycle. We have carried out a life cycle study of nuclear policy issues that have played a major role in the supply and demand of electric power in Korea. In the case of nuclear energy policy issues, there are two types of four major case(Type 1: Life extension of nuclear power plant / Type 2: Location conflict of nuclear power plant in korea). The methodology for this study is a Spline function. As a result, these four cases revealed similar patterns in the life cycle. One type of the one cases was seen as a Late birth-sudden death and the other type of three cases was sudden birth-sudden death. This shows that the government's policy decision tends to change suddenly in nuclear policy issues and implies that deliberative policy consideration is needed to implement the government's nuclear policy.
