This study empirically analyzes social value creation in social cooperatives according to internal organizational factors and local government capacity. Employment in the vulnerable class was used to look at social values. As a result of the analysis, organizations that have abundant resources and active networks increase the social value of social cooperatives. However, the capacity of local governments was shown to have no significant impact on social value creation. These results suggest that policies to support social cooperatives should support change more effectively. Thus, this study proposes that social value creation in social cooperatives requires appropriate local government policy that can substantially support social cooperatives simultaneously to an organization's own efforts.
