We are facing a multicultural society because of globalization. This study is conducted to identify the policy diffusion factors of local government and analyzes it based on the enactment of the multicultural family support ordinance. This study is based on the policy diffusion theory, organizational institutionalism, rational choice theory and empirically analyzes the effects of diffusion factors, globalization factors, policy demand factors, and organizational capacity on the diffusion of multicultural family policies of local governments. As a result of this study, it was found that the local government enacted the multicultural family support ordinance the more metropolitan government and other local governments enacted ordinances. In addition, it was confirmed that the more active local governments in outward globalization, the greater the number of multicultural families in consideration of local policy needs, the more the multicultural family support ordinance was enacted. The result of this study is that the enactment of the multicultural family support ordinance by the local government is a decision made in consideration of various factors, and other local governments can be used as a reference group to obtain legitimacy even though they do not have sufficient organizational capacity. This suggests that local governments that interact with other overseas local governments through outward globalization can be more active in multicultural family policies.
