As the importance of decentralization and local autonomy is emphasized, the role and function of local councils are being discussed continuously. In this context, the purpose of this study is to systematically evaluate the functions of local councils and to suggest measures to increase the productivity of local councils. This study was conducted centered on the Gyeonggi -do Council, and using an analysis method that combined the Delphi technique and Analytic Hierarchy Process(AHP), the functions of the local council, measurement indicators, and detailed items of indicators were derived and their relative importance was examined. As a result of the analysis, the resident representative function, the voting function, the legislative function, the check and monitoring function, and the active administrative function were derived as functions to check the productivity of the Gyeonggi-do Council. appeared to be of high priority. Considering the results of comprehensive analysis, this study aims to provide a learning space for securing the expertise of local councilors as a way to improve the productivity of local councils, consider ordinances and practical operation of legislative functions, establish status through efficient checks on the executive branch, We propose the establishment of a feedback system for the realization of active administration.
