This study attempts to find the effect of various pressures on the process of diffusion of the local governments' ordinances related to the town development project based on the organizational institutionalist perspective. One can find a series of studies on the diffusion of ordinances in local governments, but little research has been conducted on the effect of social pressures on ordinances based on the institutionalist perspective. This study constructs a panel logit model and uses the number of ordinances and newspaper articles(social interest) of the municipalities as independent variables of the coercive pressure, the number of ordinances of the county government as the mimetic pressure, and the number of civil organizations in the metropolitan municipalities as the normative pressure. The dependent variable is the Town Development Ordinance. Our findings show that the coercive pressure has statistically significant effect on the institutionalization of town development project only if the enactment of ordinances and the number of newspaper articles interact each other as social pressure on local governments. This study also shows that the number of ordinance of the county government and the number of civil organizations in the metropolitan municipalities have significant effect on the institutionalization of town development project.
