The purpose of this study is to analyze empirically the factors influencing the adoption of Special Transport Service for local government. We measured the adoption rate of special transportation by region in comparison with the mandatory standard of special transportation of Ministry of Land, Infrastructure, and Transport. We then analyze the difference of local government decision. As a result of the analysis, the policy of local government for traffic disadvantages is indicated by the pursuit of legitimacy by institutional environment rather than rational decision making according to the demand of policy. For local governments, such as lack of limited resources and financial capacity, pursuing institutional legitimacy could be a rational decision. Therefore, decoupling is also seen in which the introduction of other complementary systems and the lack of linkage of policy for practical traffic disadvantages after obtaining legitimacy. Based on the results of the analysis, this study proposes the expansion of effective and practical customized services, the necessity of financial support to expand special transportation and the revision of the fare system of special transportation.
