This study investigates policy issue life cycle by identifying triggers of military-related conflicts in Korea. By using the spline function method, the paper analyze the life cycle patterns of the four conflict-laden military location policy case, THAAD, Jeju naval base, military airport and USFK base. The authors identified similar life cycle patterns. Of the four cases, three showed the late birth - sudden death pattern, and one sudden birth - late death. The results suggest that the size of stakeholders increases and the characteristics of policy issues tend to change after the governmental decision stage. The findings imply that the participatory decision making could molify the intensity of conflicts and timely managerial intervention is important in minimizing the spiral effect of the conflict.
