Evidence-Based Probation Programs for Adolescents — A Systematic Review Using the RE-AIM Framework —

초록

This study systematically reviewed domestic and international studies on probation programs for adolescents using the RE-AIM framework to bridge the gap between research and practice. A systematic search was conducted in five academic databases (KCI, RISS, PsycINFO, Scopus, and Web of Science) using targeted keywords. Twelve empirical studies published between January 2000 and December 2024 were selected based on predefined criteria and analyzed according to the five RE-AIM dimensions: Reach, Effectiveness, Adoption, Implementation, and Maintenance. The analysis showed that domestic studies were primarily focused on the Reach dimension, with limited reporting in Effectiveness, Implementation, and Maintenance. Recidivism, a key effectiveness indicator, was rarely used. The Adoption dimension also had low reporting, while cost, fidelity, and consistency were largely unreported in the Implementation dimension. Notably, no domestic study addressed the Maintenance dimension, making it difficult to assess program sustainability or institutionalization. Based on these findings, this study argues that, in order for juvenile probation programs in Korea to evolve into sustainable, evidence-based practices, there is a pressing need for comprehensive reporting across all RE-AIM dimensions. This includes strengthening translational research, establishing collaborative frameworks among researchers, practitioners, and policymakers, developing standardized evaluation guidelines that cover settings, implementers, fidelity, and consistency, and reinforcing policy-level support to enable long-term implementation and institutional adoption.
