Recently, the necessity of regional public hospital policy has been emphasized in relation to the response to infectious diseases and provision of public medical services at the local government level. However, despite this necessity, the establishment of regional public hospital is a difficult policy to realize due to the complex political environment, such as the value conflict between profitability and publicity, and ideological conflict. Therefore, this study selected the case of establishment of Seongnam Citizens Medical Center in order to grasp the political dynamics surrounding the policy of regional public hospital and discover the success factors of the policy. This study also utilized integrated approach that composed of the multiple stream framework of Kingdon(1995) and the political management perspective of Moore(1995). As a result of the analysis, the establishment of Seongnam Citizens Medical Center had a flow of politics such as a conflict between profitability and publicity, and a flow of policy alternatives through various ordinances. After that, the emergence of policy entrepreneurs opens the window of policy, and he used various political management strategies, such as entrepreneurial advocacy strategies through the use of SNS, effective policy development management, negotiations through public debates, and public deliberation. This study presents practical and managerial implications that the use of various political management strategies appropriate to the situation is required for the success of policy with political conflicts.
