With the recent emphasis on decentralization, the number of welfare measures promoted by each local government is on the rise. In this context, this study empirically analyzed the factors affecting the perception of citizens for the welfare policy in Busan. As a result of the analysis, it was found that policy perception compared with other local governments had a negative effect on perception for tax increase. In other words, when the level of Busan's own welfare policy is recognized as sufficient compared to other local governments, the additional tax burden is perceived negatively. However, it was confirmed that the positive effect of policy satisfaction on the perception for tax increase was strengthened when the level of Busan's own welfare policy was recognized as sufficient compared to other local governments. In terms of satisfaction with specific welfare programs, economic, employment, and labor policies were found to have a favorable impact on perceptions of tax increases, while family care, education, leisure, and local community policies had a negative impact. Based on the results of this analysis, this study suggests that provide a place for citizens to receive and learn policy information for effective policy implementation in Busan, and to establish a system that allows regular feedback on policies to improve policy satisfaction.
