In order to solve today’s complex and diverse social problems, the participation of various actors such as social enterprises and social ventures as well as the government is becoming an important issue. Therefore, this study examines the difference between the attitude of increasing tax toward the government and the willingness to invest in social enterprises and social ventures to secure financial resources for the effective purpose of solving social problems of these various actors. The analysis was carried out by dividing the level of influence, participation in solving social problems, and interest in social problems. For analysis, this study utilized the results of a survey on social issues viewed by Koreans conducted by the Institute for Social Value. As a result of the analysis, first, the individual’s interest in social problems can be linked to the investment of companies for the purpose of solving social problems, but such interest did not affect the increase. Second, it was found that those who have a willingness to participate and act directly to solve social problems agree with both tax increase and corporate investment. Finally, economic anxiety was negative for the symptoms, but the increase in social risk related to the quality of life showed positive results for both the tax increase and corporate investment. On the other hand, anxiety about future social problems did not lead to investment. Based on the results of this analysis, this study requires sufficient deliberation and communication process in order to draw the public’s consent to the increase as a financial resource for policy preparation, and financial support and financial support for the citizens to invest in social enterprises and social ventures. This suggests that when effective policy alternatives for improving public awareness are prepared, a virtuous cycle of solving social problems can be created as a result.
