청와대 국민청원에서는 무엇이 일어나는가? : 자연어 처리를 활용한 청와대 국민청원 분석

Abstract

청와대 국민청원은 단순한 분노의 발산 통로인가, 직접 민주주의의 장인가. 본 연구는 청와대 국민청원에 대한 상반된 가치판단을 넘어서, 감정이 정치적 참여와 판단에 미치는 영향을 경험적으로분석하고자 한다. 이를 위해 청와대 국민청원 페이지 개설 시점에서부터 연구 시작 시점까지 1년이상 축적된 게시물을 전수 수집하였다(중복 제거 후 총 88,113 건). 그리고 자연어 처리(구조적토픽 모형과 워드 투 벡터)를 통해 국민청원 페이지에 나타난 의제와 감정들을 파악한 후, 음이항회귀분석을 통해 글의 구성요소와 동의수의 관계를 파악하였다. 분석결과는 다음과 같다. 첫째, 다수의 글이 작성된 의제가 곧 다수의 동의를 받지는 않는다. 둘째, 슬픔보다는 분노가 동의에 더 큰효과를 가진다. 셋째, 분노는 심각한 갈등적 의제보다 일상적인 의제와 결합할 때 더 큰 호응을 얻는다. 본 연구는 이러한 분석 결과를 통해 청와대 국민청원이 기존의 양극화된 접근과 달리 다양한가능성을 배태한 공간이라고 주장한다. 그리고 경험적 접근을 통해 감정과 이성 사이의 허구적 대립을 해소하고, 다양한 정치적 참여 통로가 민주주의에 기여할 수 있는 조건이 탐색되길 기대한다.

Is Blue House Online Petition a mere channel of raw anger or a field of direct democrary? This study aims to understand empirically the impact of emotions on political participation and opinion. We collected all the posts accumulated for more than a year from the opening of the Blue House Online Petition page (total 88,113 cases after de-duplication). Then, through natural language processing (structural topical models and word2vec), the agenda and emotions expressed in the petition page were identified. And, through the negativebinomial regression analysis, we find out the relation between components of document and number of approve on that document. The results are as follows. First, a large number of written agendas do not get the majority's consent automatically. Second, anger has a greater effect on consent than sadness. Third, anger gains greater favour when combined with agenda related to everyday life than with serious conflict agenda. This study shows that Blue House Online Petition is a space that incubate various possibilities. And through an empirical approach, we hope to resolve the fictional confrontation between emotion and reason, and to explore the conditions under which various channels of political participation can strengthen democracy.
