사회적 경제 조직의 성과 창출: 생애주기별 접근을 중심으로

Abstract

본 연구는 사회적 경제 조직의 성과 창출에 미치는 영향요인을 실증적으로 분석하고자 한다. 사회적 경제 조직에 대한 외부지원과 지역 중심 제도적 환경의 영향요인을 살펴보며, 생애주기별 접근을 통해 기존 연구들과 차별화를 시도하였다. 분석결과, 외부지원 활성화는 사회적 경제 조직의 경제적 성과를 낮춘다는 점에서 사회적 경제 조직 지원 제도의 질적 개선이 필요한 것으로 나타났다. 반면에 조직장이 활성화될수록 경제적 성과는 높아지므로 단단한 재정 기반을 위한 사회적 경제 생태계 구축과 조직 간 상호작용 및 네트워킹의 필요성이 중요한 것으로 확인되었다. 생애주기별 분석에서는 성장 및 성숙단계의 사회적 경제 조직에서 외부지원이 오히려 경제적 성과를 낮추는 것으로 나타났기 때문에 정부 지원 위주의 사회적 경제 육성 정책이 조직의 자립에 부정적인 영향을 미침을 시사한다. 조직장의 활성화는 성숙, 위기단계 사회적 경제 조직의 경제적 성과와 성장단계 사회적 경제 조직의 사회적 성과를 증진시키는 것으로 나타났다. 따라서 사회적 경제 조직의 실질적인 자립과 성장을 위해 제도적 환경을 고려한 정책 설계와 생애주기별 정책의 차별화가 필요함을 제시한다.

This study intends to empirically analyze the factors affecting the performance creation of social economy organizations. By examining the factors influencing external support for social and economic organizations and the regional-oriented institutional environment, we tried to differentiate it from existing studies through a life cycle approach. As a result of the analysis, we found that the qualitative improvement of the social economy organization support system is necessary in that the activation of external support lowers the economic performance of the social economy organization. On the other hand, the more active organization field, the higher the economic performance. Therefore, it was confirmed that the need for interaction and networking between organizations and the establishment of a social economy ecosystem for a solid financial foundation was confirmed. Analysis by life cycle showed that external support actually lowered economic performance in social economy organizations in the growth and maturation stages, suggesting that government support oriented social economy fostering policies have a negative effect on organizational self-reliance. The activation of the organization field enhance the economic performance of social economy organizations in the maturity and crisis stages and the social performance of social economy organizations in the growth stage. Therefore, it is suggested that policy design considering the institutional environment and differentiation of policies for each life cycle is necessary for the actual independence and growth of social economic organizations.
