정부의 공정성이 행복에 미치는 영향요인 분석: 정부혁신의 조절효과를 중심으로

Abstract

본 연구는 정부의 공정성에 대한 인식이 개인의 행복에 미치는 영향을 실증적으로 분석하는 것을 목적으로 한다. 보다 자세한 분석을 위해 중앙정부와 지방정부로 구분하여 공정성에 대한 인식을 살펴보았으며, 이와 더불어 정부혁신에 대한 인식이 정부의 공정성과 개인의 행복 간 관계에서 어떠한 조절효과를 나타내는지 확인하였다. 분석결과, 중앙정부와 지방정부의 공정성, 정부혁신에 대한 인식은 개인의 행복을 높이는 것으로 나타났다. 정부혁신에대한 인식의 조절효과에서는 중앙정부의 공정성에 대한 인식과 행복 간 관계에서는 부정적인 효과를 보이며, 지방정부의 공정성에 대한 인식과 행복 간 관계에서는 긍정적인 효과를 보이는 것으로 확인되었다. 이러한 결과를 통해, 정부는 투명한 정책 집행 공유와 같은 노력으로 실질적으로 공정성을 높여야 함을 제시한다. 또한, 중앙정부는 공정성 제고 자체에 대한 노력에 집중하고, 지방정부는 공정성 제고와 더불어 정책적 혁신을 통해 궁극적으로 이러한 노력들이 개인의 행복과 연결되어야 함을 시사한다.

The purpose of this study is to empirically analyze the impact of government perception of fairness on individual happiness. For a more detailed analysis, we looked at the perception of fairness divided into central and local governments, along with identifying how the perception of government innovation has a regulatory effect on the relationship between government fairness and individual happiness. The analysis shows that the fairness of central and local governments and their perception of government innovation increase individual happiness. It has been confirmed that the effect of regulating the perception of government innovation has a negative effect on the relationship between the central government's perception of fairness and happiness, and that it has a positive effect on the relationship between local governments' perception of fairness and happiness. Through these results, we suggest that governments should substantially increase fairness with efforts such as transparent policy enforcement sharing. In addition, the central government focuses on efforts to enhance fairness itself, and local governments suggest that these efforts should ultimately be linked to individual happiness through policy innovation along with enhancing fairness.
