세계화 시대의 지방정부와 정책 확산: 다문화가족 정책을 중심으로

Abstract

세계화의 흐름에 따라 다문화사회를 맞이하고 있다. 본 연구는 포용과 통합의 가치를 강조하며 다양한 문화적 배경을 가진 사회 구성원들이 지역 내에 공존할 수 있도록 지원하는 지방정부의 다문화가족 정책 확산 요인을 파악하기 위해 실시되었으며, 다문화가족 지원 조례 제정을 기준으로 분석하였다. 본 연구에서는 정책 확산 이론, 제도주의 조직론, 그리고 합리적 선택이론의 논의를 다루고 있으며, 이에 따라 확산요인, 세계화 요인, 정책 수요 요인, 조직역량이 지방정부의 다문화가족 정책 확산에 미치는 영향을 실증적으로 분석하였다. 본 연구의 분석 결과, 우리나라 지방정부는 상위 광역자치단체와 이웃한 다른 자치단체가 조례를 제정할수록 다문화가족 지원 조례를 제정하는 것으로 나타났다. 또한, 외향적 세계화에 적극적인 지방정부일수록, 지역의 정책 수요를 고려하여 다문화가족 수가 많을수록 다문화가족 지원 조례를 제정하는 것으로 확인되었다. 이러한 본 연구의 결과는 우리나라 지방정부가 다문화가족 지원 조례를 제정하는 것은 다양한 요인을 고려하여 내린 결정이며, 충분한 조직역량을 갖고 있지 않음에도 정당성을 획득하고자 다른 지방정부를 준거집단으로 삼을 수 있으며, 외향적 세계화로 다른 해외 지방정부와 교류하는 지방정부일수록 다문화가족 정책에 적극적일 수 있음을 시사한다.

We are facing a multicultural society because of globalization. This study is conducted to identify the policy diffusion factors of local government and analyzes it based on the enactment of the multicultural family support ordinance. This study is based on the policy diffusion theory, organizational institutionalism, rational choice theory and empirically analyzes the effects of diffusion factors, globalization factors, policy demand factors, and organizational capacity on the diffusion of multicultural family policies of local governments. As a result of this study, it was found that the local government enacted the multicultural family support ordinance the more metropolitan government and other local governments enacted ordinances. In addition, it was confirmed that the more active local governments in outward globalization, the greater the number of multicultural families in consideration of local policy needs, the more the multicultural family support ordinance was enacted. The result of this study is that the enactment of the multicultural family support ordinance by the local government is a decision made in consideration of various factors, and other local governments can be used as a reference group to obtain legitimacy even though they do not have sufficient organizational capacity. This suggests that local governments that interact with other overseas local governments through outward globalization can be more active in multicultural family policies.
