Effect of the government's political and management capabilities on work performance : Focusing on the government's level of intelligent informatization

Abstract

Recently, social problems are becoming more complex, and the role of the government to effectively solve them is becoming more important. This study empirically analyzes the factors affecting civil servants perceptions of government performance and seeks the direction the government will take. According to the analysis result, the more people perceive that the government has high management and political capacity, the more positively they perceive the government's performance. The perception of the government's intelligent informatization level does not have a significant impact on the perception of government performance independently. However, the perception of the government's intelligent informatization level causes a negative moderating effect on the relationship between the perception of management capacity and government performance. Based on this analysis result, we propose a plan to improve government performance through the improvement of the government capacity and the level of intelligent informatization.

최근 사회문제는 더욱 복잡해지고 있으며 이를 효과적으로 해결하기 위한 정부의 역할이 더욱 중요해지고 있다. 본 연구는 정부 업무성과에 대한 공무원의 인식에 영향을 미치는 요인을 실증적으로 분석하여 사회문제 해결자로서 정부가 나아갈 방향을 모색하고자 한다. 분석결과 공무원들은 정부가 높은 관리능력과 정치역량을 가지고 있다고 인식할수록 정부 업무성과를 긍정적으로 인식한다. 정부의 지능정보화 수준에 대한 인식은 독립적으로 정부 업무성과에 대한 인식에 영향을 미치지 않으며 관리역량에 대한 인식과 정부 업무성과에 대한 인식 간 관계에서 부정적인 조절효과를 일으키는 것으로 나타났다. 이러한 분석결과를 바탕으로 본 연구는 과학기술을 활용한 정부의 관리역량과 지능정보화 수준 향상 및 국민과의 소통을 통한 정치역량 강화를 통한 정부 업무성과 제고의 필요성을 시사한다.
